It seems to mean that La Paz Department is quite a separate entity from the city of La Paz, Bolivia, as much as New York City is from New York State. They should remain two separate articles, with the material at the bottom of La Paz, Bolivia, being copied to La Paz Department, but probably still remaining on the city page as well for geographic context. Well, I changed it anyway, (have no patience to wait for peer input). Still, I wonder, and here some Bolivian Wikipedian could help, about the proper article titles for the department and the city.--Pharos 13:37, 3 Nov 2004 (UTC)
